I'm probably wrong but I got that from the video at 0:12:29 and 0:20:47. I'm not saying it's not an effective treatment.
At 0:11:29 they say that "ordinarily, the FDA requires that anyone who wishes to be a part of Dr. Burzynski's trials must first have already undergone chemotherapy and radiation and failed" so maybe the reason the percentage is low is due to residual effects from the chemo.
ETA: That's why, then. I haven't watched to the end.

He treated many who had no previous treatment, or where a tumor reappeared.
With others the treatments by traditional methods left their doctors when they said nothing could be done and the patient would die soon.
And many of them are still alive today.

I've heard & read some very nasty, eyebrow-raising stuff about this guy and wouldn't trust him with a burnt-out match, let alone cancer treatment for myself or a loved one.
